New cost effective technology shall be qualified through pilot projects be qualified, and thereby create new development projects, new products and jobs. The pilot projects will promote co-operation between the supply industry, research institutes and oil companies. These projects should lead to a development of a visionary, market-orientated network of competence. This is a key factor for the Norwegian Petroleum Industries' skills, which have been built up over a period of more than 30 years, and which are now competing in a global market. Demo 2000 will accelerate the qualification of new technologies, in order that necessary innovations and re-adjustment of the industry towards future employment and products can be realised. The Norwegian parliament granted 100 mill. kr on the revised national budget for year 1999, and later 80 mill. kr for year 2000. In the budget for 2001 a grant of 20 mill. kr is included. This together with financing from the relevant companies and institutions, and support from the oil companies which will head the pilot testing and implementation, Demo 2000 will be able to realise projects to the total value of 800 mill. kr over a period of three years. In this way, the original objectives is to carry out a technology demonstration to a value of 1600 mill. kr, the sum estimated to be necessary by R&D Team Norway, therefore headed in the right direction. OED has in co-operation with the Norwegian Research Council (NRC) appointed an Executives Board with representatives from the supplier-, research- and oil industry to run the Demo 2000 program.
